Black-Bottom Cupcakes

1 1/2 Cup Flour 1 Tablespoon Vinegar
1 Cup Sugar 1 Teaspoon Vanilla
1 Teaspoon Baking Soda 1 8-Oz Package Cream Cheese
1/4 Cup Cocoa 1 Egg
1/2 Teaspoon Salt 1/3 Cup Sugar
1 Cup Water 1/8 Teaspoon Salt
1/3 Cup Oil 1 Cup Chocolate Chips

Mix together first 9 ingredients. Fill cupcake liners half-full with this batter. Cream next 4 ingredients. Stir in chocolate chips. Put a heaping teaspoonful of this mixture in the center of each cupcake. Bake at 350 degrees for 25-30 minutes.
